ADB Appoints Xiaoqin (Emma) Fan as New Country Director for Pakistan

ISLAMABAD, October 14,2024: The Asian Development Bank (ADB) has announced the appointment of Xiaoqin (Emma) Fan as its new Country Director for Pakistan.


She officially joined the Pakistan Resident Mission.


In her new role, Ms. Fan will oversee ADB’s operations in Pakistan, focusing on the implementation of the country partnership strategy (CPS), which aims to enhance growth, resilience, and competitiveness.


Additionally, she will lead consultations for the upcoming CPS for the period from 2026 to 2030.


I am delighted to return to Pakistan to lead the country office, Ms. Fan said. I look forward to strengthening ADB’s enduring partnership with the government and the people of Pakistan, she said.


She highlighted ADB’s commitment to working closely with federal and provincial governments, the private sector, and other stakeholders to accelerate economic recovery, implement reforms, and create jobs.


Her priorities will include scaling up support for climate resilience, private sector development, livable cities, rural development, digital ecosystems, and regional cooperation.


A national of New Zealand, Ms. Fan holds a Doctorate in Economics from the Australian National University, along with Master’s and Bachelor’s degrees from Lanzhou University in China.


With over 30 years of professional experience, including 22 years at ADB, she has held various leadership positions within the organization. Most recently, she served as Director of Finance in ADB’s Sector Group-Finance.


Ms. Fan succeeds Yong Ye, who held the position since 2021.
