ISLAMABAD- Oct ,29 ; In a momentous gathering of Pakistan’s Provincial Management Service PMS officers, representatives from across the country converged in Islamabad to chart a new course for the future of civil service in the nation.
The meeting saw the revival of the coordination committee for PMS officers from various provinces, with an exciting announcement that Fahad Ikram Qazi, hailing from PMS, KP, will serve as the Coordinator for the All Pakistan PMS Officers Coordination Committee. Diverse themes took center stage during this gathering, as officers discussed civil service reforms, administrative federalism, placement and promotion challenges faced in their respective provinces, and the critical issue of PAS Chief Secretaries’ influence on governance. Notably, the situation in Punjab was spotlighted, with over 100 vacant seats and a deliberate delay in conducting board examinations for the last seven months. Outlining their vision for the PMS Coordination Council, the officers laid out a comprehensive strategy. The objectives are as follows:
1. Supreme Court Engagement: The council plans to engage with the Supreme Court to rectify the unlawful Apportionment Formula 93.
2. Political Parties and Administrative Federalism: Officers aim to collaborate with political parties to include administrative federalism in their party manifestos, fostering a more efficient administrative framework.
3. Civil Service Reforms: An administrative struggle will be launched to constitutionalize the civil service, heralding a new era of civil service reform in Pakistan. The caretaker government will also be actively involved in this transformative endeavor.
Anticipating their next gathering in Peshawar, the officers are ready to kickstart their activities with immediate effect. This historic gathering marks a pivotal moment in Pakistan’s civil service history, as these dedicated officers seek to reshape and strengthen the foundations of governance for a brighter future.
