Thousands of bureaucrats conceal assets : RTI data reveals

Islamabad: The Establishment Division has released details of 340 officers from four service groups who failed to fully disclose their assets. This information was made public following a request filed by journalist Saddia Mazhar under the Right of Access to Information Act.

The Establishment Division oversees the affairs of officers from four service groups. According to the official data, the Police Service of Pakistan tops the list, with 202 officers failing to declare their complete assets.

The Pakistan Administrative Service ranks second, with 109 officers not disclosing full details. Officers from the Office Management Group and the Secretariat Group are also among those who did not declare all their assets, with 25 from OMG and 4 from the Secretariat Group.

The Police Service of Pakistan has a total of 914 officers, while the Pakistan Administrative Service also consists of 914 officers. The Office Management Group comprises 590 officers, whereas the Secretariat Group has a total of 402 officers.

In August 2023, 65 officers were denied promotion for failing to disclose their complete assets.

Journalist Saddia Mazhar first requested this information from the Establishment Division in February 2023. She obtained the data after a year-long legal battle under the Right of Access to Information Act.

According to this law, the Establishment Division was required to provide the information within 10 days, but the process was delayed significantly.

Moreover, as per Civil Servants Rules, the Establishment Division is legally obligated to publicly disclose the assets of officers, yet this law remains unenforced.
