Will govt look for right man for right job for OGDCL, PPL?

ISLAMABAD; December 8: The race for the appointment of the new Managing Director of Oil and Gas Development Company Limited (OGDCL) has started in earnest. With various lobbies active in the power corridors.
The post for MD OGDCL was lying vacant since September this year after the Mr. Shahid Salim had resigned just after one and half years in the seat. The company that is one of the largest hydrocarbon fuels producer of the country was being run by appointing acting MD.
Market sources claim that some of the stakeholders in the ministry of energy were interested in running the company through an acting MD, but the current situation in the energy sector which is suffering from various inefficiencies had forced the ministry to look for a permanent MD. International lenders have also pressed on the government for better management of state owned enterprises.
Sources in the energy sector revealed that many current and former employees of OGDCL were interested in the position and stand a good chance. Recently, OGDCL lost the former CFO, Irteza Qureshi, to PARCO since he was offered a management position in PARCO. One of the reasons, OGDCL loses its experienced human resource is that the reaching management position within the organization is very tough.
Industry insiders are of the opinion that professionals who have worked in OGDCL for long years are well placed for the position as they understand the culture of the organization.  Former CFO,  irteza Qureshi, and the current Acting MD Khalid Siraj Subhani may well be the front runners for the post. Both are very capable though coming from different back ground i.e. Finance and Engineering respectively.
For the government though financial management at these organization is the top priority as there have been off and on plans for divesting some of the government shareholding in the energy companies like OGDCL and PPL. Also there is pressure from the international financial institutions to divest from public sector business entities.
Another top position at public sector company… PPL.. is also about to be filed as the current MD Moeen Raza is on a 6-month extension. There are reports that the Ministry of Petroleum has already interviewed some candidates and one of the candidates who has very little experience has been picked- up. If the rumors in the energy sector are to be believed secretary Petroleum is pushing one of his favorites for the post.
PPL and OGDL are amongst the top energy producers in the country. The government will be well advised to ensure continuity and already professionally tested managers to run these organizations at a time when the energy sector is increasingly under scrutiny due to shortages and increasing import bill of energy. Also for the divestment of the government shares in state owned energy companies that would be a plus.
