CM misled: Secretary pushes favorites into key posts in KPK

PESHAWAR – The bureaucracy of Khyber Pakhtunkhwa is in turmoil once again, as irregularities in high-level transfers have surfaced. Sources reveal that the Chief Secretary of KP was neither consulted nor involved in these critical postings, raising questions about transparency within the provincial government. Abid Majeed, the long-serving Secretary of the Chief Minister’s Secretariat, reportedly maneuvered his preferred officers into key positions, creating an unprecedented scenario where Secretariat Service officers were appointed as field Commissioners—despite having never served as Assistant or Deputy Commissioners in their careers. Notably, BS-21 officers Masood Ahmed and Dawood Khan were appointed as Commissioners for Malakand and Dera Ismail Khan, even though they are neither PMS officers nor part of the PCS Executive Service. Sources claim that these officers have no prior field service experience, yet Abid Majeed allegedly misled the Chief Minister to ensure their postings. Similarly, BS-19 officers Zafar Islam, Abid Wazir, and Nisar Ahmed were appointed as Secretaries, positions traditionally reserved for BS-20 or 21 officers. While the province is not short of competent officers, these transfers appear to be a deliberate effort to push personal favorites forward by providing misleading guidance to the Chief Minister. Adding to the controversy, Abid Majeed has held dual roles for the past four years, including the additional charge of Additional Chief Secretary Home, which has remained vacant during this period. Normally, such transfers would require consultation with the Chief Secretary, but Majeed reportedly used his influence to bypass this process. The young and inexperienced Chief Minister was easily misled, opening doors for appointments of his secretary’s preferred officers. Another storm is brewing in Khyber Pakhtunkhwa’s bureaucracy as multiple government officials express frustration over Abid Majeed’s alleged irregularities and overreach. Sources reveal that Majeed, holding dual roles as Additional Chief Secretary Home and Secretary to the Chief Minister, has been allegedly misleading the CM while pushing his preferred decisions from within the Chief Minister’s Secretariat. Both the bureaucracy and the public perceive that the province is effectively being run by Abid Majeed, while the Chief Minister has become a mere puppet in his hands. Sources emphasize that no one can reach the Chief Minister with the facts without Majeed’s involvement. A similar scenario during former Chief Minister Ali Amin Gandapur’s tenure had led to his public discredit, and now the same pattern appears to be unfolding with the current CM, putting meritocracy and transparency at risk. Insiders urge immediate corrective action: the CM should fill the four-year-vacant post of Additional Chief Secretary Home and remove Abid Majeed from the Chief Minister’s Secretariat. This, they argue, would restore merit, transparency, and allow the PTI government to reclaim its lost stature in the province. The current situation has generated widespread discontent within the bureaucracy and growing public concern over governance and fairness.
