Islamabad’s Luxury Sector Offers Free Plots to Bureaucrats and Retirees

Islamabad: Top police officers and senior bureaucrats are purchasing one-kanal plots in the exclusive Sector E-11 of Islamabad for absurdly low prices—just 1.5% of current market values.

IG Khyber Pakhtunkhwa Akhtar Hayat Khan, IG Punjab Dr. Usman Anwar, NPF Managing Director Sabir Ahmed, and former interior secretary Aftab Akbar Durrani are among the beneficiaries, according to a national daily.

Similar preferential distributions were documented in Sector O-9, where a plots’ worth Rs. 500,000 was allocated to Additional IG Punjab Bilal Siddique Kamyana, even though the plot’s market value was Rs. 30 million.

The current market worth of each plot is Rs. 100 million, while the National Police Foundation (NPF) charged Rs. 1.57 million. These charges are justified, according to NPF Managing Director Sabir Ahmed.

Plots that have been vacant for decades can be resold at their original cost, he noted, thus no regulations were breached. The plot registries were shut down since the previous owners didn’t keep in touch, he noted.

But the move has drawn criticism. Former DIG Shahid Iqbal has filed a lawsuit, claiming that the decision was unfairly cancelled since his plot was transferred to another officer. The NPF is allegedly taking a biased stance on favor of chosen officers, according to a former legal adviser.

Former Interior Secretary Durrani issued a regulatory order shortly before he retired, giving the NPF more authority and extending the tenure of its managing director, which is against societal regulations. This revelation has further escalated the situation.
