Senate clears 27th constitutional amendment amidst rukus

Islamabad : Amid rukus in the upper house , the Senate on Monday passed 27th constitutional amendment bill 2025, empowering executives to appoint the judges , besides elevating chief of army staff as chief of defence forces of Pakistan. The new amendment in the constitution is going to provide blanket exception to the president and governors for life time . It is also going to establish a constitutional court in the country. PTI and lawyer community of Pakistan has been extremely critical to the provision of the formation of the constitutional court in the country . Legal community and PTI fear that formation of the constitutional court and empowering executives to appoint judges are going to undermine the powers of judiciary in Pakistan. The ruling side , however, disagree with PTI and legal community on this issue. The government is convinced that the new amendments regarding formation of constitutional court and appointment of the judges by the executives will help
improve working of the judiciary in Pakistan.

Law minister , Azam Nazeer Tarar , presented the bill for 27th constitutional amendment in the upper house of the parliament.
Chairman Senate , Syed Yousaf Raza Gullani conducted the proceedings of the Senate to debate and vote for the constitutional amendment. After the voting by the members , Senate Chairman , Yousaf Raza Gullani , announced the result.

The Senate passed the amendment bill 2025 with two , third majority as 64 members of the upper house of the parliament voted in favour of 27th constitutional amendment bill 2025 .

All members of the Senate from treasury benches voted in favour of the constitutional amendment except Senator Irfan Siddiqui of the Pakistan Muslim League Nawaz (PMLN) . He was declared sick by the PMLN . His family also rejected some speculations in the social media platforms and confirmed in the media statement that Irfan Siddiqui was hospitalized after serious sickness which caused him to stay absent from the Senate during debate and voting on the constitutional amendment . Two Senators from the opposition also voted in favour of the constitutional amendment. These included Saifullah Abro of Pakistan Tehreek e Insaf (PTI) and Senator Ahmad Khan of Jamiat e Ulema Islam Fazal (JUI-F) .

Both JUI-F and PTI are resisting 27th constitutional amendment with full force . PTI dissident senator Saifullah Abro resigned as member of the upper house soon after voting in favour of the constitutional amendment against his party policy . Whereas JUI-F issued notice to Senator Ahmad Khan for voting for the amendment against the party guidelines.

The opposition in the Senate staged protest in the upper house over what they called ” anti constitutional amendment”. Some PTI and other opposition parties members torn- off copies of the agenda of the session of the upper house and chanted slogans against the government.

After showing green light by the Senate , the bill of the amendment was sent to the national assembly for debate and approval on Tuesday.

After passage of the upper house of the parliament , its endorsement from the national assembly seems a formality.

Both sides had exchange of heated speeches during debate on the constitutional amendment. Deputy prime minister , Ishaq Dar in his speech in the Senate termed the passage of the bill for 27th constitutional amendment as a big development . He argued that the amendment in debate was need of the hour . He congratulated all those senators who voted in favour of the amendment for their great service to the country. PPP’s Raja Pervez Ashraf made serious verbal attacks on the opposition members for what he dubbed “double standard ” in the politics . He suggested that perpetrators of May 9 should be punished for weakening the very Fiber of the state of Pakistan.
