ISLAMABAD; The Capital Development Authority (CDA) has deprived Rizwan Ghani, an Islamabad’s leading builder and successful bidder, of possession of a commercial plot for which he won the bid of Rs 555 million in 2020 and made 100 % payment for not allegedly greasing Afnan Alam, one of its members.
The CDA record, a copy of which is made available to NEWSMAN, suggested that Rizwan Ghani won a bid held in 2020 for a commercial plot measuring around 20 kanal, falling in Kahota triangle for Rs 555 million and made 100 % payment of Rs 555 million to CDA.
Since the plot was auctioned and the successful bidder (Rizwan Ghani, had made 100 % payment (Rs 555 million) to CDA, it was an obligation of authority to handover possession of the auctioned plot to him.
Instead handing over possession of the auctioned plot to the successful bidder, CDA conspired after the auction that it does not have the land of the plot sold out to the successful bidder through auction. Later, a survey of CDA confirmed that authority has around 12 kanal of land at the site. However, CDA changed its positon once again and conspired that its entire piece of land which was auctioned was not available for handing over its possession to the successful bidder.
The game of cheating that CDA started with the successful bidder is still on.
To put an end to his ordeal Rizwan Ghani proposed to CDA to allot him any alternate commercial piece of land against auctioned plot. Rizwan Ghani’s proposal was placed in a CDA board of directors (BoD) meeting held in April 2022. It approved the proposal and decided to allot a commercial or industrial plot to Rizwan Ghani in I-9 or I-10 sector.
At this stage , Afnan Alam, CDA Member Estate, started to play a game with Rizwan Ghani. He allegedly started to demand speed money amounting to millions of rupee for allotting alternate plot to to Rizwan Ghani.
When contacted Rizwan Ghani, confirmed his ordeal faced due to alleged corrupt CDA officer. He said “I can say on oath that Afnan Alam, member Estate CDA, demanded speed money amounting to millions of rupee to give my lawful plot as approved by BoD of the authority as alternate to auctioned plot of Kahota Triangle”.
Rizwan Ghani has suffered huge financial loss due to CDA wrongdoings as he had paid huge money Rs 555 to the authority for a plot whose possession he is yet to get.
Mr Afnan Alam was approached for his views on the allegations of demanding speed money from Rizwan Ghani. He referred to Safdar Bukhari, CDA Director General Media , for response on this issue. Mr Bukhari was sent a wrttien questioner which he confirmed in a reply to NEWSMAN, but did not respond on leveling of serious allegations like demanding speed money from a successful bidder.
