FIA registers FIR against senior female officer amid high-profile pressure

PESHAWAR — In a major anti-corruption breakthrough, the Federal Investigation Agency FIA Anti-Corruption Circle, Peshawar, has registered FIR No. 22/2025 against a high-ranking female government officer, Ms. Hajra Sarwar, for holding dual government posts, fraudulently drawing salaries from both, and committing criminal breach of trust.

The accused, who served as Deputy Director at the Commissionerate for Afghan Refugees (CAR) Khyber Pakhtunkhwa, was also found to be simultaneously working as a coach for both the Pakistan and Iran women’s cricket teams under the Pakistan Cricket Board (PCB) – a serious violation of the Civil Servants (Conduct) Rules 1964.

The inquiry (No. 398/2024) revealed that Ms. Sarwar received salaries from both CAR and PCB during overlapping periods (2001–2008 and 2017–present), which is categorized as a criminal act under sections 419, 420, 409, and 109 of the Pakistan Penal Code. In a dramatic turn, FIA officials confirmed that the accused fled to the United Kingdom shortly before the registration of the case. Consequently, her name has been placed on the Integrated Border Management System (IBMS) stop list to ensure her arrest upon re-entry.

Furthermore, FIA has initiated legal procedures to freeze her properties and bank accounts within Pakistan. Sources further disclosed that attempts were made by a senior CAR official and other influential figures to exert pressure on the FIA to suppress the case. However, the Director FIA Peshawar Zone,

Inamullah Gandapur, rejected all external pressure and ensured the case was registered strictly on merit. His firm stance and commitment to justice have earned widespread appreciation from the public and civil society, who have praised the FIA’s professionalism and courage in tackling high-profile corruption without compromise.
