Islamabad : February 12, 2026: The Pakistan Medical & Dental Council (PM&DC) has reaffirmed to ensure strict implementation of the fee capping policy for medical and dental colleges across Pakistan. This was stated during an interactive meeting with media representatives, chaired by PM&DC President Prof. Dr. Rizwan Taj, along with Dr.Rehan Asghar Naqvi Registrar of the Council.
During the meeting, President PM&DC thanked the media for attending the meeting and briefed the media representatives on key achievements and ongoing initiatives of the Council. Several issues of public interest, including fee regulation, student welfare, and institutional compliance, were discussed in detail.
Media representatives appreciated PM&DC’s fee capping initiative and highlighted concerns that a few medical and dental colleges are still charging fees beyond the officially approved cap.
Responding to these concerns, Prof. Dr. Rizwan stated that PM&DC is closely monitoring all medical and dental institutions to ensure full compliance with the fee cap policy. He expressed deep concern for students, emphasizing that every aspiring student deserves access to the highest standard of medical and dental education. He stressed that quality medical education is a fundamental right of all students across Pakistan, regardless of their financial background regardless of their financial means or social standing.
He emphasized that PM&DC has repeatedly issued public notices and awareness messages advising students and parents not to pay any excessive fee beyond the approved cap.
He further informed that PM&DC has already taken strict action against non-compliant institutions and issued show-cause notices to 12 medical and dental colleges found violating the fee capping policy. However, he noted that some of these institutions have approached the courts, and therefore the matter is currently sub judice.
Despite the ongoing legal proceedings, the PM&DC President highlighted that an agreement has already been reached with the Pakistan Association of Medical Institutions (PAMI), under which the institutions will withdraw litigation and ensure relief to students.
He informed that follow up meeting with PAMI is scheduled to be held at the end of this month. During this meeting, it will be decided that any institution seeking an enhanced fee cap up to a maximum of PKR 2.5 million must submit detailed financial justifications to the PM&DC. Any request of fee increase will be evaluated through a proper valuation process, and will get approval by the PM&DC only after due assessment.
PM&DC further reiterated that, except for institutions granted formal approval, any medical or dental college found charging fees beyond the approved cap will be required to ensure student relief. Any excessive amount charged will either be refunded to students or adjusted in the next academic year, he stated.
