LAHORE : Speaker Punjab assembly , Chaudhary Pervez Elahi, undermined the constitution and rule of law by not permitting the treasury benches to present the budget for next fiscal year for consecutive two days. Ch Pervez Elahi turned into a real goon who damn cares about anything when it comes to his ego . He kept making fun of the Punjab assembly and its rules of business by blocking the constitutional process for presenting the budget in the assembly.
Presenting the budget by the treasury in the assembly is a constitutional requirement . As a speaker of the Punjab assembly, Chaudhary Pervez Elahi , was supposed to provide a comfortable environment to the treasury benches so that its nominee could lay the budget before the house . But Chaudhary Pervez Elahi rather than becoming a speaker, who is in fact custodian of the house, acted like a goon. He soon after start of the session of the Punjab assembly told the treasury benches that he would not allow it to present the budget unless chief secretary Punjab and Inspector General Police (IGP) were summoned in the house .
The speaker basically put this condition to use it as a tactic to block the treasury benches from presenting the budget . The question arises is it a constitutional requirement for the speaker to check presence of the chief secretary and IGP in the house when the budget is presented in the house ?. If not then why Chaudhary Pervez Elahi sabotaged a constitutional process to run the house and demanded of the government to call these two top officers in the lobby before presenting the budget in the house . After going through the events that unfolded in the Punjab assembly in the last two days ,one could reach to conclusion that Chaudhary Pervez Elahi wanted to humiliate these two top officials of the province for satisfaction of his personal ego. It was his ego which after two long and toiling days forced the governor of the provinces to prorogue the session to give a lull to the on-going constitutional crisis in the province.
The speaker literally turned Punjab assembly into a circus by not allowing the treasury to present the budget for next fiscal year . On Monday , the speaker kept on stressing the treasury benches to make chief secretary and IGP available in the lobby and then he would grant permission to Awais Legari to present the budget in the assembly. Chaudhary Pervez Elahi used every tactic no matter how cheap it was to compel the treasury benches to bow down to his ego and call two top officials of the province before him so that he could put both of them to humiliation and intimidation for establishing that he was an official goon and could humiliate any one from the state machinery who tries to stop him and his Gujrati goons from punishing physically to any one including the deputy speaker in the house . Chaudhary Pervez Elahi,’s behaviour in Punjab since dismisle of Buzdar Sarkar is highly alarming . He is making the Punjab assembly hostage for pushing the province in the constitutional crisis time and again.
Seeing the stubborn behaviour of the speaker , the governor has finally summoned a session of the assembly at alternate venue . It’s expected that the government will present the budget at the new venue tomorrow .
