President returns bills seeking electoral reforms , NAB Act amendments

ISLAMABAD : President , Dr Arif Alvi, has returned two key bills seeking amendments for election reforms and amendments in the National Accountability Bureau (NAB) without his assent under article 46 of the constitution for not looping him in by the prime minister on legislative proposals.
President Dr Arif Alvi, while returning the bills in question noted on Saturday that under article 46 of the constitution , the prime minister was required to loop him in on the proposed legislation before presenting both bills for amendments which was not done.
The government had sent two crucial bills relating to amendments in Election Law 2017 and NAB Act 1999 (Amendment ) to further amendments in the related Acts.
Both bills were passed by the Majlis e Shoora (Parliament ) last month.
Being a loyal to Pakistan Tehreek – e -Insaf (PTI), president Alvi, is playing a cat-mouse game with the Shahbaz government . He had also declined to take oath from the prime minister and later from his cabinet to show his loyalty to his political boss. Returning of two key bills by Dr Alvi relating to elections reforms and NAB Act 1999 seems a move on his part to let ousted prime minister , Imran Khan , know that he while sitting in presidency was more loyal to him than the state.
Dr Alvi has emerged as a key character in dirty game of putting Pakistan into a constitutional crisis after dismissal of Imran Khan government. He was also instrumental in developing a constitutional crisis in Punjab soon after dismissal of Buzdar Sarker there.
As per constitution , the prime minister can resend both bills to the president for his assent . If the president again returns the bills in questions without ascent , those will become effective automatically after 10 days.
