Sindh: Top officer allegedly demands kickback, apartment in Burj Khalifa Dubai from Chinese JV for award of contract of Sukkur Barrage

Chinese JV file complaint against PD for unlawful demands with NAB Sindh, others

ISLAMABAD: Sindh Barrages improvement project has been hit by corruption allegations. This time CRBC-HBSZ, a joint venture of China Bridge and Road Corporation (CBRC) a Chinese giant and HBSZ , Hubei Shuizong Water Resources and Hydro Water Construction Co. Ltd , has accused Mr Ghulam Mohiuddin Mughal ,
a project director of Sindh Barrages Improvement Project (SBIP) of demanding kickback and assets of millions of dollars worth in Dubai in return of award of project of Restoration and Upgradation of Sukkur Barrage Contract BSIP/SI. Chinese companies joint venture has submitted the complaint involving allegations of corruption against Mr Ghulam Mohiuddin Mughal to Director General National Accountability Bureau (NAB ) Sindh.

In its complaint referred to NAB Sindh on December 30, 2024 , the Chinese joint venture said its firm participated in bidding process of Restoration and Upgradation of Sukkur Barrage Contract : SBIP/SI and qualified for the award of the said contract. At this stage, Mr Mohiuddin Mughal who is project director of SBIP , started to demand amount on award of work as commission and later on his demand accelerated by sending picture of building (Burj Khalifa , Dubai , asking it to purchase apartment (Covered area of 3600 sq .ft) in his name.

The complainant has submitted the emails with pictures of Burj Khalifa sent to it by Mr Mohiuddin Mughal allegedly where he is demanding a precious apartment from it. The complainant informed to DG NAB Sindh through the letter that since its being forced by Mr Mohiuddin Mughal to accept his illegal and unlawful demands of giving kickback and buying an apartment in Burj Khalifa in Dubai an action is requested against him to project it from his unjustified and immoral demands.

The complainant has also sent its case against Mr Mohiuddin Mughal to FIA Director Sindh Zone, Chief Secretary Sindh and Irrigation minister Sindh for timely action against the accused.

The corruption is rampant in Sindh and the case of Mr Mughal who is a senior officer of government of Sindh and a project director of a very important project like upgradation and reconstruction of key projects like barrages is just highlighting the size of corruption in the departments of Sindh government. Unfortunately, the watch dogs like FIA and NAB are also not playing their due role to check rising corruption in Sindh government departments. In the case of CRBC and
HBSZ its important for NAB Sindh and other watch dogs like FIA to move swiftly and investigate the allegations and if these are proven true then take strict action against the officer involved in the matter.

Since the case involves foreign JV its even more important to investigate the matter urgently and come to a final judgment to fix- up any officer involved in these corruption allegations.
