ISLAMABAD – In a significant move to modernize its internal operations and enhance forensic and accountability capabilities, the Federal Investigation Agency (FIA) has restructured two of its key directorates headquartered in Islamabad.
According to official notifications (No. FIA/PIAB/Restructuring/2025/696-99 and 700-03) issued on August 6, 2025, by the office of the Director General FIA, major administrative changes have been approved under the vested authority of the DG.
Technical Wing Rebranded as ‘Directorate of Forensic Labs’ (DFL)
The FIA’s former Technical Wing has officially been renamed the Directorate of Forensic Labs (DFL). Consequently, the office of Director Technical Wing has been abolished and re-designated as Director DFL, who will now report to the Additional Director General (Headquarters).
This newly established Directorate will house three specialized sections:
Questioned Documents / Handwriting Section
Electronic Devices Section
Fingerprints Section
Moreover, the Digital Forensics Lab, previously working under the Counter Terrorism Wing, along with the Questioned Documents and Fingerprint Sections of the former Technical Wing, have now been merged into the DFL. All personnel, records, ongoing and completed case files, and logistical matters related to these units will now fall under a single unified operational command.
Interestingly, the Intellectual Property Rights (IPR) Section will also temporarily function under the DFL, pending further instructions.
New Directorate of Internal Accountability’ to Replace Inspection Wing
In a parallel move aimed at ensuring greater transparency and internal checks, the Directorate of Inspection and Evaluation has been rebranded as the Directorate of Internal Accountability (DIA). The Director Inspection and Evaluation post has been replaced with Director DIA, who will operate under the Additional Director General (Anti-Corruption Wing).
The DIA will now be comprised of the following branches:
1. Inspections and Evaluation Branch (IEB)
2. IC4 Branch (Including CMS, DSR, and CCRO Sections)
3. Internal Accountability Branch (IAB) Including the Fact Finding Inquiry Section (FFIS) and the Departmental Proceeding Section (DPS)
The existing Departmental Proceedings (DP) Section, previously part of the Performance and Internal Accountability Branch (PIAB), has been immediately transferred to the DIA along with its entire human resource, record files, and associated logistics. However, three other sections the Secret Cell, Verification Cell, and Policy & Coordination (P&C) Branch will continue to remain under the PIAB within the Human Resource Management Wing. These sweeping changes reflect the FIA’s commitment to strengthening internal integrity, forensic capacity, and modern operational standards.
