ISLAMABAD, Justice Javed Iqbal, Chairman NAB chaired a meeting to review the performance of NAB Multan especially conviction made under Section 10 of National Accountability Ordinance (NAO)-1999 and under Section 25 (B) of NAO-1999 from 2018 to 2020 here on Friday.
Hussain Asghar, Deputy Chairman NAB, Syed Asghar Haider, Prosecutor General Accountability (PGA), and other senior officers of NAB were present at the meeting, Nauman Aslam, DG NAB Multan also participated in the meeting via video link.
During the meeting Nauman Aslam, DG NAB Multan informed that under the dynamic leadership of Honorable Mr. Justice Javed Iqbal, Chairman NAB, during the period from 2018 to 2020, NAB Multan has filed 82x References in the Learned Accountability Court Multan. During the said period, 22x accused persons have been convicted under section 10 of NAO-1999 and also fine to the tune of Rs. 306.38 million imposed upon them. The details of the 22 convicted persons under section 10 of NAO-1999 are as under:
1. State Vs M. Ramzan, accused M. Ramzan was convicted by the Accountability Court on 14-03-18 with a fine of Rs. 3,500,000 million.
2. State Vs Liaqat Ali Clerk etc, accused Liaqat Ali was convicted by the Accountability Court on 15-03-18 with a fine of Rs. 12,000,000.
3. State Vs Liaqat Ali Clerk etc, accused Shahid Bashir was convicted by the Accountability Court on 15-03-18 with a fine of Rs. 6,000,000.
4. State Vs Hafiz Muhammad Qamar Tufail etc, accused Hafiz Muhammad Qamar Tufail was convicted by the Accountability Court on 03-07-18 with a fine of Rs. 9,062,160.
5. State Vs Hassan Latif Tahir and one another, accused Hassan Latif Tahir was convicted by the Accountability Court on 24-07-18 with a fine of Rs. 2,560,241.
6. State Vs Hassan Latif Tahir and one another, accused Asad Nawaz was convicted by the Accountability Court on 24-07-18 with a fine of Rs. 2,560,241.
7. State Vs Arshad Mahmood, accused Arshad Mahmood was convicted by the Accountability Court on 04-10-18 with a fine of Rs. 1,500,000.
8. State Vs Muntazir Mehdi Khan etc, accused Ghulam Shabbir was convicted by the Accountability Court on 25-01-19 with a fine of Rs. 50,000,000.

10. State Vs Ch. Guftar Ahmad Anjum etc, accused Asif Kamal was convicted by the Accountability Court on 27-11-19 with a fine of Rs. 78,332,704.
11. State Vs Shaoor Bashir etc, accused Shaoor Bashir was convicted by the Accountability Court on 03-02-20 with a fine of Rs. 8,572,000.
12. State Vs Sh. Zakaur Rahman, accused Sh. Zakaur Rahman was convicted by the Accountability Court on 05-10-20 with a fine of Rs. 18,000,000.
13. State Vs Malik Mazhar Hayat Tiwana etc, accused Malik Mazhar Hayat Tiwana was convicted by the Accountability Court on 11-12-20 with a fine of Rs. 30,000,000.
14. State Vs Malik Mazhar Hayat Tiwana etc, accused Nazar Hussain Shah was convicted by the Accountability Court on 11-12-20 with a fine of Rs. 1,000,000.
15. State Vs Malik Mazhar Hayat Tiwana etc, accused Rafique Ahmad Khan was convicted by the Accountability Court on 11-12-20 with a fine of Rs. 2,000,000.
16. State Vs Malik Mazhar Hayat Tiwana etc, accused Malik Allah Ditta was convicted by the Accountability Court on 11-12-20 with a fine of Rs. 10,000,000.
17. State Vs Malik Mazhar Hayat Tiwana etc, accused Mudassir Sharif was convicted by the Accountability Court on 11-12-20 with a fine of Rs. 500,000.
18. State Vs Malik Mazhar Hayat Tiwana etc, accused Ahtasham ur Rahman was convicted by the Accountability Court on 11-12-20 with a fine of Rs. 200,000.
19. State Vs Malik Mazhar Hayat Tiwana etc, accused Shahid Iqbal Khan was convicted by the Accountability Court on 11-12-20 with a fine of Rs. 100,000.
20. State Vs Malik Mazhar Hayat Tiwana etc, accused Khadim Hussain was convicted by the Accountability Court on 11-12-20 with a fine of Rs. 500,000.
21. State Vs Muhammad Farooq Raza etc, accused Muhammad Farooq Raza was convicted by the Accountability Court on 18-12-20 with a fine of Rs. 15,000,000.
22. State Vs Muhammad Farooq Raza etc, accused Tariq Mehmood was convicted by the Accountability Court on 18-12-20 with a fine of Rs. 5,000,000
Whereas,15x accused persons have been convicted under section 25(B) of NAO-1999 who returned Rs. 343.97 million through Plea Bargain after approval by the Learned Accountability Court Multan. The details of the 15 convicted persons under section 25(B) of NAO-1999 are as under:
1. Inv against Ashtar Ali Chaudhary, Malik Muhammad Javaid, Proprietors Subhan City, Multan and others, accused Muhammad Javaid was convicted by the Accountability Court on 22-03-18, an amount of Rs. 32,400,000 was recovered from the accused under section 25(B) of NAO-1999.
2. Inv against Officers / Officials of Revenue Department Rahim Yar Khan and others, accused Nazir Ahmad was convicted by the Accountability Court on 23-06-18, an amount of Rs. 211,175,608 was recovered from the accused under section 25(B) of NAO-1999.
3. Inv against Officers / Officials of Revenue Department Rahim Yar Khan and others, accused Shameel Nazir Ramay was convicted by the Accountability Court on 23-06-18, an amount of Rs. 211,175,608 was recovered from the accused under section 25(B) of NAO-1999.

5. Inv against Officers / Officials of District Education Office, District Accounts Office, Bahawalnagar and others, accused Shazia Parveen was convicted by the Accountability Court on 24-10-18, an amount of Rs. 788,988 was recovered from the accused under section 25(B) of NAO-1999.
6. Inv against Officers / Officials of District Education Office, District Accounts Office, Bahawalnagar and others, accused Fozia Siddiq was convicted by the Accountability Court on 24-10-18, an amount of Rs. 389,035 was recovered from the accused under section 25(B) of NAO-1999.
7. Inv against Officers / Officials of District Education Office, District Accounts Office, Bahawalnagar and others, accused Shaheen Yousaf was convicted by the Accountability Court on 08-11-18, an amount of Rs. 871,267 was recovered from the accused under section 25(B) of NAO-1999.
8. Inv against Officers / Officials of District Education Office, District Accounts Office, Bahawalnagar and others, accused Muhammad Salman Javed was convicted by the Accountability Court on 24-10-18, an amount of Rs. 881,916 was recovered from the accused under section 25(B) of NAO-1999.
9. Inv against Officers / Officials of District Education Office, District Accounts Office, Bahawalnagar and others, accused Anjum Javed was convicted by the Accountability Court on 24-10-18, an amount of Rs. 688,261 was recovered from the accused under section 25(B) of NAO-1999.
10. Inv against Officers / Officials of District Education Office, District Accounts Office, Bahawalnagar and others, accused Naila Akram was convicted by the Accountability Court on 24-10-18, an amount of Rs. 495,273 was recovered from the accused under section 25(B) of NAO-1999.
11. Inv against Officers / Officials of District Education Office, District Accounts Office, Bahawalnagar and others, accused Farzana Kausar was convicted by the Accountability Court on 08-11-18, an amount of Rs. 815,820 was recovered from the accused under section 25(B) of NAO-1999.
12. State Vs Ashtar Ali Chaudhary, accused Ashtar Ali Ch was convicted by the Accountability Court on 19-12-18, an amount of Rs. 52,963,342 was recovered from the accused under section 25(B) of NAO-1999.
13. State Vs Najma Ayyaz Rao etc, accused Qamar Kabeer was convicted by the Accountability Court on 11-10-19, an amount of Rs. 35,000,000 was recovered from the accused under section 25(B) of NAO-1999.
14. State Vs Zafar Iqbal Mughal etc, accused Muhammad Raza Malik was convicted by the Accountability Court on 08-01-20, an amount of Rs. 53,633,000 was recovered from the accused under section 25(B) of NAO-1999.
15. State Vs Nihal Khan etc, accused Shamshad Ali Baladi was convicted by the Accountability Court on 08-09-20, an amount of Rs. 7,430,000 was recovered from the accused under section 25(B) of NAO-1999.
DG NAB Multan informed that during the period NAB Multan has also successfully made indirect recoveries to the tune of Rs. 3748.1 million pertaining to different departments under Federal and Provincial governments.
DG NAB Multan further informed that besides nabbing the culprits, our efforts have resulted in retrieval of misappropriated state lands belonging to Board of Revenue (BOR), Irrigation department and Local Government departments Punjab under its prevention regime. Modus Operandi of the culprits involved preparing bogus proprietary record, occupying of state lands, and selling the same amongst general public. Indirect recovery in this sector amounts to Rs. 726.8 millions.
DG NAB Multan also informed the meeting that in the case of disbursement of loans amongst public by the government of the Punjab through National Rural Support Program (NRSP), the Bureau has ensured recovery of Rs. 502.6 million from NRSP in favor of the said government.
During the meeting DG NAB Multan informed that a lion’s share of the indirect recoveries approximately to the tune of Rs. 2,518 million relates to housing sector. A mounting growth of illegal housing societies by the developers / owners of land in connivance with the regulator have been observed; where general public have been deprived of their hard earned money and legitimate rights by non-transferring of ownership rights and possessions, non-provision of basic facilities and non-submission of government fees / dues. NAB Multan under the dynamic leadership of Honorable Mr. Justice Javed Iqbal took cognizance of the matter under its prevention regime that ultimately resulted in execution of development works, provision of basic necessities / amenities, and submission of all government dues / fees etc.
During the meeting DG NAB Multan informed that NAB Multan in all above NAB operations, total direct and indirect recovery made is Rs. 4398.45 million including convictions u/s 10 & 25(B) of NAO, 1999. Additionally in light of National Anti-Corruption Strategy (NACS) and besides operations, NAB Multan under its prevention regime undertook study of government departments and suggested preventive measures to avoid instances of corruption and corrupt practices over issues including illegal occupation of state lands, unfair distribution of irrigation water through outlets, illegal educational institutes, purchase of sugarcane and delayed payments to farmers, illegal housing societies and land sub-divisions, and illegal cutting of forest trees. Whereas under awareness regime multifarious activities like seminars, workshops, conferences, trainings, and media campaigns were carried out and in the education sector character building societies were formed, lectures delivered, and awareness competitions were held during the period.
Justice Javed Iqbal appreciated the performance of NAB Multan under the supervision of Nauman Aslam, and hoped that NAB Multan will continue to perform in future with same zeal and commitment.
