Islamabad beautification, development plan hit snags

CDA blamed for substandard work, accused of corruption , incompetence

Islamabad: The ongoing renovation and development projects in Islamabad, overseen by the Capital Development Authority (CDA), are facing serious setbacks due to alleged negligence and corruption among its inspectors and supervisors. The city has turned into a massive garbage dump, with illegal encroachments and unlicensed kiosks tarnishing its reputation.

According to sources, CDA staff, including inspectors and supervisors, have been accused of collecting bribes from illegal vendors, cart peddlers, and street stall operators spread across the city. This has reportedly led to a sharp rise in unauthorized structures and occupations.

One glaring example is the Zenooz kiosk in Melody on Garden Road. Initially established as a modest kiosk, it has now transformed into a sprawling hotel, occupying approximately 200 square yards. Despite being a blatant violation, CDA officials, including the Chairman, appear to be overlooking the issue.

When approached, Inspector Aftab Mughal of the Directorate of Municipal Administration (DMA) revealed that an operation to remove illegal hawkers was initiated but was abruptly halted. “We were informed verbally to stop the operation as the case is under trial in court. However, we have not received any written documentation regarding this, nor do we know which court is handling the case,” he stated.

Inspector Mughal further noted that the Zenooz Restaurant case remains “confusing and strange.” He explained that the establishment was allegedly transferred to the owner’s daughter through undocumented means. Despite orders from the CDA Chairman to remove all illegal kiosks, conflicting instructions have stalled any meaningful action.

Critics claim that this indecision enables the encroachment mafia and kiosk unions to exploit the situation, creating difficulties for Islamabad residents. Observers argue that the very officials tasked with cleaning the city are facilitating corruption, allegedly collecting bribes and turning a blind eye to unlawful activities.

The citizens of Islamabad are now demanding immediate action from CDA leadership to address the growing menace of illegal encroachments and ensure accountability within the authority.
