PPL remains illusive as COO Sikander Mamon continues to compromise national interest for petty gains

PPL fails to respond to audit objections on bad governance

ISLAMABAD: Pakistan Petroleum Limited (PPL) has been turned into a bad governance hub as its management is not following the rule of law to run this Pakistan’s second largest public sector oil and gas exploration and production company.

PPL COO , Sikander Ali Mamon is compromising the national interest boldly for personal gains. His activities clearly shows he hardly care for the rule of law and can dare to violate every rule which comes in his ways to stop him from wrongdoings. PPL COO could travel to foreign countries on public expense to meet his family , but no body in PPL could stop him from these glaring wrongdoings.

Sources said huge files are indicating massive wrongdoings in PPL and audit department too time and again pointed out each and every violation committed by COO to PPL management but there has been no check and balance on continuous bad governance in this public sector energy company .

PPL was advised by the audit department to provide the record of the company regarding its advertising policy, new hiring , appointment of Sikander Mamon , promotion of company’s employees in violation of the rules , but the audit reports, a copy made available to this scribe , show that PPL did not bother to respond to the audit objections. Instead PPL seems protecting unparalleled bad governance in its functioning. PPL, being a public sector energy company , should have a credible team as its meant to ensure energy security to Pakistan in these challenging times.

Unfortunately , this key energy company running in public sector has been turned into a club of touts and blue-eyed . Audit reports suggest that PPL did not make proper scrutiny in hiring of top officials, Rather, it hired blue-eyed like COO Sikander Mamon at top positions who preferred personal likes and dislikes in hiring more employees which subsequently turned PPL into a hub of corrupt practices.

The audit reports pointed out that hiring of COO Sikander Mamon was made in total violation of the rules and he later misused his authority to hire his favouritees , who would follow his illegal orders . Audit reports suggest that PPL managing director did not respond to serious issues like bad governance , misuse of authority in grant of advertisements to some selected media groups and hiring of PPL employees in violations of the rules and procedures.

The audit charge- sheets against PPL is fairly long and it contains serious matters like bad governance, illegal hiring , release of advertisements to a selected group of media houses and illegal activities of its COO, but neither PPL nor Petroleum ministry moved in time to stop horrifying tale of corrupt practices in the company.

A whistle- blower raised the issue relating to COO , Sikander Ali Mamon , wrongdoings with top baboos of the Petroleum ministry early this year, but It too could not move the concerned to stop bad governance in PPL.

I have been informed that PPL is involved in illegal hiring , mismanagement and massive violations of law in advertisement policy. I also have been told by my source that PPL is not following a declared policy for advertisements given to various media outlets .
