However, the Supreme Court of Pakistan had earlier ordered that all footpaths and roads in Islamabad be cleared of encroachments to facilitate the public. Despite this, the encroachment mafia continued to operate, and the CDA’s enforcement wing was unable to take action against them. The mafia even bribed the CDA officials to ignore their encroachments.
