PESHAWAR – Sept 20 : The Provincial Management Service (PMS) officers Association convened a significant meeting to address pressing matters affecting the administrative landscape of Pakistan. The following key agendas were discussed and important decisions were made during the session:
**1. Nomenclature Issue Remains Unresolved:** The association noted with concern the lingering issue regarding the change of nomenclature from AAC to AC. This unresolved matter continues to give rise to legal and administrative challenges. While acknowledging the efforts made by the establishment department to resolve the issue, the association expressed disappointment that the awaited notification has yet to materialize.
**2. Welcoming the Creation of ACS Home & Tribal Affairs Department:** The association welcomed the establishment of the ACS Home & Tribal Affairs department, emphasizing the importance of aligning provincial services with the constitutional principles of the Islamic Republic of Pakistan. It expressed the expectation that this development would soon extend opportunities to officers in BS-22 and the Office of Chief Secretary.
**3. Applauding Recent PSB and Calls for Regular Promotions:** The PMS Officer Association expressed satisfaction with the recent provincial Selection Board (PSB) examinations. It urged that PSBs be conducted at regular intervals to ensure timely promotions for government officers who have been eagerly awaiting their career advancements.
**4.The concerns over postings and transfers:** Grave concern was expressed regarding recent postings and transfers within the bureaucracy. The association highlighted that a significant portion of these reshuffles occurred without apparent administrative exigencies. PMSA reiterated its commitment to a depoliticized and unaligned bureaucracy, emphasizing the importance of maintaining a focus on good governance and adherence to the law and the Constitution of Pakistan.
**5. Call to Address Mr. Shaukat Yusufzai’s Posting:** The association raised a particular issue of concern related to the posting of Mr. Shaukat Yusufzai as Commissioner of Mardan. PMSA-KP had filed an appeal in 2019 against his alleged illegal and unlawful induction into the cadre. The case is currently under review by the Supreme Court. Pending a decision by the apex court, the association called for Mr. Shaukat Yusufzai’s services to be redirected to his parent Fisheries department, where they could be more effectively utilized.
The PMS Officer Association remains dedicated to advocating for a bureaucracy that is free from political influence and committed to upholding the principles of good governance, while working diligently within the framework of Pakistan’s laws and Constitution.
